Start a running stitch down the folded edge. Your stitches should be about 1/4" and spaced evenly. If you have larger stitches and not enough crepe paper, you will end up with a half rosette. Make sure your stitches are proportional to the length of the crepe paper. 1/4" should be good for a 24" piece of crepe paper.
